Captain Regent Claudio, is the Chief of State and Head of Government for the small southern European country of San Marino. The Captain Regent hires ISIS for an independent security probe, then refuses to pay due to Agents Archer and Kane's poisoning of five palace guards stating that the funds set aside for the security evaluation will now go to the medical expenses for those guards. The Captain Regent decided to hire ISIS's main competitor, ODIN, for palace security.
