Commander Kellogg was one of the heads of the ISA mutineers, along with Commander Drake, who was their leader. He enlists the help of ISIS to help them take the Horizon space shuttle, but did not know that "they" were in fact the mutineers. Kellogg along with the other mutineers planed to use the Horizon to leave Earth and journey to Mars, in a insane plan to colonize the planet and use the ISIS women as their "mothers of Mars". He was killed on the Horizon by Cyril, despite being the only person able to fly them home. Upon dying, Archer claims that killing a black astronaut is like killing a unicorn.

- Dave Fennoy voices Commander Kellogg in a similar way that he voiced Lee Everett in The Walking Dead video game. Both have similar characteristics: black, buzzcut, goatee, tall, and slender.
- His and Commander Drake's names are a reference to Frosted Flakes, a cereal produced by Kellogg's whose mascot is named Tony the Tiger.
