Gorbagun Gorbanguly appears to be based on one of the previous leaders of Turkmenistan, Saparmurat Atayevich Niyazov, though apparently named after Gurnbanguly Berdimuhamedow, his second-in-command and current President of Turkmenistan. Niyazov was accused of creating a "cult of personality" within Turkmenistan during his rule by renaming months of the year, days of the week, national heroes, poets, and holidays, along with a slew of other eccentric and seemingly pointless laws outlawing harmless activities such as ballet, opera, and the existence of dogs within Ashgabat (Turkmenistan's capital).
